Voznesensk territorial community

This document is a mobility organization plan for the territorial community of the city of Voznesensk, developed in 2023 at the request of the Department of Housing, Communal Services and Capital Construction of the Voznesensk City Council.

 

Project goal:

 

  • Improving road safety.

  • Reducing the negative impact of road transport on the environment.

  • Introduction and popularization of cycling.

  • Increasing the priority of pedestrian traffic.

  • Improving the regulation of road traffic and freight transport.

 

Analysis of the current state of mobility:

 

  • Transport infrastructure: The external road network has a radial structure, with the main roads converging towards the hub city. The internal network of the city has a mixed structure: a regular grid in the centre, linear along the main streets, radial at the entrances and tree-shaped on the outskirts.

  • Pedestrian and cycling: Pedestrian infrastructure is outdated and non-inclusive, and cycling infrastructure is practically non-existent.

  • Parking: The city has paid parking lots, but most of the city does not have dedicated parking lots.

  • Road safety: The most dangerous are the streets connected to the H-24 and R-55 highways.

 

The following recommendations were proposed as part of the Plan:

 

  • Implementation of functional distribution of the street and road network in accordance with Dutch practices.

  • Development of freight transport routes bypassing the city.

  • Creating a safe and comfortable infrastructure for pedestrian and bicycle traffic, giving them priority over car traffic

  • Optimization of parking organization.

  • Implementation of measures to improve road safety.

  • Implementation of specific infrastructure projects (bridges, tunnels, traffic lights, roundabouts).

  • Interdepartmental cooperation for the implementation of joint projects, for example with JSC Ukrzaliznytsia.
