Mobility organization plan for the city of Lubny Poltava region

The goal of this project is to solve problems in the field of mobility and transport, in particular, increasing road safety, reducing the negative impact of transport on the environment, introducing cycling, increasing the priority of pedestrian traffic, and improving the regulation of road and freight transport.

The plan was developed based on an analysis of the city's planning and urban development structure, strategic documents and transport infrastructure development plans, field surveys of street infrastructure and consultations with the customer and other stakeholders. The plan was developed based on the principles of sustainable urban mobility, zero road fatalities, sustainable and safe road design, a functional approach to street design, connectivity and connectivity of the transport network and the EU Green Deal.

The plan is consistent with strategic documents and goals adopted at the state level, such as the Strategy for Low-Carbon Development of Ukraine until 2050 and the National Transport Strategy-2030. It also meets the goals of the Covenant of Mayors East and sustainable development strategies at the European and global levels.

The document contains:

  • Lubny city profile

  • analysis of the current state of mobility

  • best practices in transport planning and urban mobility

  • recommendations, functional distribution of the existing street and road network and placement of traffic calming measures

  • proposals for organizing pedestrian and bicycle traffic

  • parking arrangements suggestions

  • indicative plan for implementing the recommendations.


The key result is the developed traffic patterns for individual designated nodes and traffic patterns on key streets of the city.
